Hazardous Materials Advisor Course
The role of the Hazardous Materials Advisor (hazmat officer) has evolved over recent years to become very technical and specialist. Increased involvement and development in areas such as Environmental Protection, Detection Identification and Monitoring, Integrated Emergency Management in a multi-agency context and other National Resilience areas such as CBRNE terrorism, has led to a step change in the scope and detail of this safety critical role.
With the advent of the 2016 published National Operational Guidance on incidents involving Hazardous Materials, a number of operational changes have created a potential knowledge gap for responders. This presents a healthy opportunity to look critically at the established teaching mechanism for this subject.
The Tactical Hazmat team, using all of its operational perspective and experience have developed to tailor this course. We are fully aware of the landscape of ever tighter budgets, thus at a highly competitive price we aim to provide a very a memorable, confidence building and effective learning experience.
Course Objectives / Learning Outcomes
Upon completion, participants will be competent to carry out the role and duties as a Hazardous Materials Advisor in line with FRS National Operational Guidance regarding incidents involving hazardous materials. Successful completion of the course will provide suitable assurance for agencies to deploy officers at operational incidents where hazmat advice will be of benefit.
Course Overview
Week 1
Foundation knowledge– this week is designed to provide participants with the principles and skills required to perform as a specialist in a Hazardous Materials Role.
Week 2
Application – This week is designed to practice a standard approach to Hazardous Materials Incidents.
Week 3
Subject Matter Expertise – This week seeks to broaden the knowledge of Hazardous Materials covering some of the more legislatively involved areas in greater detail.

- the role of the Hazardous Materials Advisor, chemical principles and hazards, physical properties and classification, the use of chemical detection, categorisation and monitoring, information sources and an in depth look at illicit hazmat.
Week 2
Application – This week is designed to practice a standard approach to Hazardous Materials Incidents.
- a detailed look at each of the hazard classes and scenarios where the role of the Hazardous Materials Advisor may be required. The implementation of our '10 point' approach to hazmat incidents supported by risk assessment and the recording of rationale.
Week 3
Subject Matter Expertise – This week seeks to broaden the knowledge of Hazardous Materials covering some of the more legislatively involved areas in greater detail.
- consideration of other Generic Risk Assessments (GRA) applicable to hazardous materials incidents i.e. explosives, radiation, asbestos, gases, biohazards and a detailed assessment of agrochemicals, COMAH, petrochemicals
